Submission on the Regulatory Standards Bill
23 June 2025
The Bill proposed to establish principles for good legislation that must be considered when creating regulations or legislation.
The Regulatory Standards Bill had the risk of entrenching a narrow, individualistic, market-driven view of regulation that could undermine collective wellbeing.
It failed to acknowledge Te Tiriti o Waitangi, and its principles did not support equity for tangata whenua or other marginalised groups.
The Bill privileged property and commercial rights over social, environmental, and human rights concerns.
It lacked regard for Aotearoa New Zealand’s international obligations and responsibility as a global neighbour.
Caritas Aotearoa New Zealand recommended that the Bill be withdrawn.
