Submission on the Regulatory Standards Bill

23 June 2025

The Bill proposed to establish principles for good legislation that must be considered when creating regulations or legislation.

  • The Regulatory Standards Bill had the risk of entrenching a narrow, individualistic, market-driven view of regulation that could undermine collective wellbeing.

  • It failed to acknowledge Te Tiriti o Waitangi, and its principles did not support equity for tangata whenua or other marginalised groups.

  • The Bill privileged property and commercial rights over social, environmental, and human rights concerns.

  • It lacked regard for Aotearoa New Zealand’s international obligations and responsibility as a global neighbour.

  • Caritas Aotearoa New Zealand recommended that the Bill be withdrawn.
