Caritas submission on Local Government Amendment Bill


  • Caritas opposes the removal of responsibility for social, economic, environmental and cultural wellbeing from the purpose of Local Government. The current purpose statement in Section 3(d) of the Local Government Amendment Act 2002 should be retained.
  • Social, economic, environmental and cultural wellbeing is the responsibility of all levels of government.  Explicitly removing it as a purpose for a particular layer of government will change the balance of responsibilities – either putting too much emphasis on central government for matters which can be determined locally, or putting too much emphasis on civil society and the community sector.
  • Caritas recognises that all levels of government must be good stewards of public funds.  However, this stewardship also includes responsibility for wellbeing.
  • Caritas wishes to speak to the Select Committee about our submission.
