Submission on the Sentencing and Parole Reform Bill 2009


  • The New Zealand Catholic Bishops Conference and Caritas oppose this Bill, and recommend that it not proceed beyond the Select Committee stage.
  • We are concerned that it has been introduced despite the very clear advice contained in the Attorney-General’s report that it breaches the Bill of Rights, and the clear indication given in the Regulatory impact statement that significant risks and concerns have been raised with it.
  • We believe ultimately this Bill runs the risk of making some of New Zealand’s most violent repeat offenders desperate to avoid arrest or conviction, and is therefore likely to have the exact opposite effect to that intended of protecting the community from these offences.
