Submission on the Corrections Amendment Bill (No. 2) 2008

Summary

• Caritas strongly supports the legalisation of communion wine for use in Mass in prisons;
• We have concerns about the extension of the definition and use of strip searches in prisons, and wish to see greater human rights safeguards built into both the legislation and the Department of Correction guidelines;
• We have concerns about the proposal to subject all letters to scrutiny, and would like to see protection for correspondence between prisoners and legal representatives, and at a minimum an “arms-distance” process to ensure that personal mail is not read by guards who actively supervise prisoners;
• We would like to see guidelines for decision making around detention of prisoners past their release dates in emergency situations.
